Yes! Evolving items, no matter which generation, will evolve through all the stages that the first one did and reach the final stage. It may take a while, but it will. Usually when the weekly Evolving Item Report comes out, they make mention of what later generation items have evolved that week (if the first generation is already completed.)

In your opinion, what are the top 5 most retarded Pokemon, up to 4th gen?
My top 5 most retarded Pokemon are these-
1. Quagsire. Attracted to round and shiny objects, including doorknobs, the sun, the moon, and small rocks.
2. Dunsparce. Looks like it is sleeping 24/7 and virtually useless in combat.
3. Wobbufett. Only knows 4 moves, will only know 4 moves, and completely relies on the opponent to do any damage.
4. Wooper. Simply because it evolves into Quagsire. And has the same traits.
5. Magikarp. Can't learn any move, down to #5 because it evolves into Gyarados.
